Per above, yes: it's most audible during light acceleration through the 20-30MPH range as there's not enough road noise to drown out the police siren sound.
Argh, that sucks!!! If there are decent sized metal bits in the intake side, chances are the fins are damaged and the turbo is seized or about to be. At least you caught it before the oil seal blew (it's quite messy). The dealer needs to get a phillips screwdriver and a borescope to inspect the turbo intake (should take 5 minutes), and start by ordering a turbo. Easy for them, visual inspection, fins damaged, new part. What they will not do without reason, is drop the oil pan and look for metal that may have made it through the motor. I highly suggest you press them to do this for your piece of mind. Maybe say, "last time I changed the oil there were bits of metal in it, I think some of it may have made it into the engine."
Regarding the dealer revving the motor, unfortunately you've got to just sit back and let them do their thing. According to the technician at my dealership, Kia Techline advised them to fill the car with oil and take it for a test drive to assist with diagnosing the terrible knocking in cylinders 2, 4, 6, pouring quarts of oil, smoking like crazy. Yep, that was still their troubleshooting step...ensuring more destruction. The dealer tech told me he knew better but that's what he had to do to get Kia Techline justify the motor replacement.
