Setting catalyst heating to 'Off' should make your cold starts much quieter, not louder. The factory ECU wants to heat the catalytic converters up as quickly as it can when they're cold, as they work much more efficiently when they're hot. To do this, it dumps fuel into the engine with a richer A/F ratio, and idles the engine at a higher RPM to stop stalling. This is why cold starts are normally so damn loud. If you have this option off, the ECU won't try to quickly heat up the cats, so the engine will sound like it does after a warm engine start (that is, much quieter). If your car still has its converters you should probably keep this on, but if you removed the cats then turning this off will make your morning starts much more tolerable for the houses around you.
