How To Adjust Headlight Beam Height

If they did that, the headlight assembly would still be broken and unadjustable...

Sounds like the headlight adjusting mechanism is broken and simply needs to be replaced.
Ok with me, once it is set right I'd never move it again.
Doubt you could order parts for the headlight assy. and the whole thing is probably expensive
It's has to come up about 5" at 4' away from a wall. That's a lot of shimming!
Checking the other side will explain a lot.
 
They probably want to remove the bumper to allow them to shim the whole light assembly so they don't have to replace it?
I wonder how much the halogen headlight costs.

was your adjustment required because you have self leveling LED headlights that utilize the rear suspension height sensor?
No self leveling on my trim level only fixed

A snuggly fitting screwdriver shank is probably not getting all the way seated in the worm gear. If you use a screwdriver with a thinner shank so that it has some play inside the access hole, you'll get a better feel for how the screwdriver tip is engaging with the gears.

I think that access door in the wheel well is for changing the desiccant pad in the LED headlights, or for changing the halogen bulb, in the halogen bulb version of the headlight.
 
Yes it is... mine are over 2yr's old now I should place it on the to do list...
