I agree with all the above. If it was not lined ball on the price I would have driven 7 hours to Melbourne to get the car. I tried hard on some of the Sydney dealers and they just would not budge. Even having a family friend daughter working at a Kia dealer in Syd.So there are only two KIA dealers in ACT, National Capital and John McGrath, and one (or both) doesn't have a clue about a bi-modal system. And one has a third party do a PD. Now I understand why some owners drive 3 hours out of Canberra to get a decent service experience.
As @Bigbikes stated the Dealer is full of BS. There are only two possibilities for the installation....1. The dealer did it..... 2. It was subcontracted. Either way there's no need to wait on advice from KIA and it should be a simple matter to diagnose why power isn't getting through to the actuators. If the fault can't be traced then KIA should be brought in and the Dealer does this by logging the issue by computer. KIA will most likely authorise a complete replacement as I believe spare parts for these units are not available.
The outcome will end up positive for you but you shouldn't have to put up with all this shit and particularly have to fund a loan/hire car for someone's failure to correctly install and test, or perhaps a faulty unit from the manufacturer (Lumen in Melbourne)
At least I am not stupid to think my exhaust was faulty I was waiting or the nothing wrong line
