I'm not sure it's entirely Kia's Dishonesty, but more dealership lack of knowledge.
Even still anyone who does want to complain, I listed the correct procedure somewhere in this thread. Ranting, raving, and foaming at the mouth won't get you anywhere.
I do believe there was a level of misunderstanding by the Dealership that lead to this situation. By going through the motions you may get a deal your happy with ... going full mental on them will just get their back up and turn the to letter of the law.
I still wouldn't take one dealership's response that they cannot change the limiter if the wheels are changed - that smells of BS - therefore get that confirmed by Kia USA or other dealerships. It's a brand new car, so they probably have no idea what can or can't be done, so just played it safe.
