Whoops, my bad I'm normally better at that and look at how old the thread is and the last reply but still, I didn't see anyone call it by its real name which I believe to be a Map Light.

It's not a map light, it's to illuminate the console area, as stated in several posts above.

Like others have said it's ambient lighting, come on many luxury vehicles as a nice and useful touch, travel a dark road north american road trips involve many hours of dark road where this really comes in handy lighting up the center console where cup holders are; it is actually directed onto the cup holders. Nothing to do with any regulation of any sort.
