Utah actually 'requires' 2 plates, look up Utah 41-1a-404. There was an attempt in 2012 to defeat that, but it didn't pass.
Thankfully, it can only be pursued as a secondary action: IE, they can't pull you over for it, but if they stop you for something else, they can ticket you if you don't have one. That being said, a good ~20-30% of cars in Utah don't have that front plate, and I doubt you'd get a ticket for it unless you've pissed the cop off. If I get pulled over and it's mentioned, I'll tell the cop that it's a lease, and I don't want to get fined for drilling holes in it. Lol.
