Just because a wheel might fit okay doesn't mean it will work right.
Even if they do clear suspension components, a 46mm offset being 12mm off from the stock 34mm, your front wheels will have 12mm more negative scrub radius, which is not insignificant. For the same reason too much positive scrub radius (too low offset) will affect handling and braking stability, so does too much negative scrub radius (too high offset).
Because Winter tires/wheels are - by their very nature - much more likely to encounter compromised traction and slippery road conditions, the effects of a sub-optimal scrub radius will be more likely to be amplified and possibly get the driver in trouble.
