The only thing I can think of is someone asked for it then backed out. I just can't imagine they're drilling holes in all of their cars and leaving parts behind.
Did you test drive before buying? If you had chosen to not purchase the car could the dealer have still sold the vehicle as new or would they have to call it "used-test driven"?

Maybe an ignition lockout? It used to be common for dealers to install these things (and then make you pay for the key), but I thought that practice stopped in the 90s or so. They offered zero theft protection, since all you had to do was reconnect the original ignition wires.
