I still havent resolved this issue. I feel like it might even be getting louder, it doesnt happen in reverse, i havent had a chance to rebed the brakes yet. I forgot to mention I do run 20mm spacers up front but they have been installed for a while before this sound started.

I took a video of the sound today while driving in a parking garage:
 
^^^That doesn't sound like "once every rotation", it sounds more like a rattle.

It sounds like something is loose inside the tire/rim.

As the tire rotates, the object rides up on the tire's face, and it then falls off/down and hits the rim making the noise.

At higher speed, centrifugal force will hold the object against the tire's face and will not make any noise.

I agree, just a thought I wonder if the TPM sensor has separated from the valve stem & is rolling around in there.

I dont think its a tpms sensor because I can't replicate it when i roll the tire when it's off the car. Tonight I installed some Ark downpipes and I swapped the front tires (after another inspection for nails and rocks found nothing) After I installed the downpipes I took a test drive and the damn sound is gone with the front tires swapped. I will see how it goes tomorrow at the parking garage and report back.
 
The sound followed the tire to the passenger side. I'm thinking it could be a broken belt or something to do with the sensor being loose but not totally detached, the tires are oem with 37,000kms on them and have hit some bad potholes lately.
 
From what I recall when they did my tires, the sensor mounts to a standard schrader type valve.

Possible that retaining screw is loose? Does your tpms work?
 
Isn't there a heat shield located behind the rotors? Did you verify it hasn't been bent and there is no debris between it and the rotor?
