The article proposes a problem that doesn't exist, because his solutions are already available: get rid of your car by moving to where it isn't necessary or desirable. Anyone can do that. Cities that attract residents will cater to this "movement", by making their public transportation invisible, i.e., walk on, walk off without waiting around or suffering compression amongst humankind, etc.
The rest of us who loathe the very idea of metro living, stacked higher and deeper, will keep our cars.
It isn't about efficiency either, it is about enthusiasm: I actually enjoy running errands when I have a car that is FUN to drive.
