Why does my IP brightness keep changing?

I notice this most when driving under an overpass during the day ... my nav screen goes into night mode when the headlights come on, but it's so dark it's almost unreadable. Ditto for the instrument panel lighting. If I check the illumination level, it has gone down a bunch and I have to once again increase the light level using the switch.

It seems to me that once I set the brightness level, it should stay there. I even set it and use the memory button to try and lock it in, but the next time the headlights come on, the brightness level has changed again.

What am I missing?
 
There are two separate brightness adjustments. One for the nav screen and another for he instrument panel and buttons.

The nav screen brightness is adjusted via the settings on the infotainment system. The instrument panel and buttons brightness is controled via the button on the left hand side, by the fuel door opener button.
 
On a bright clear day, I drove, doing about 40 mph, under the overhang of a large tree close to the street and my nav went into night mode display for about 3 seconds. I thought, Wow that screen really is responsive!

Oddly, they both dim when this happens, and when I hit the adjuster button on the left, it shows the brightness level to be down.

I'll look into the auto setting as nhcowboy28 suggested. I'm pretty sure I have the nav screen set to auto brightness, and maybe that affects the IP brightness, too.
