What is this?

I picked up my car from the dealer after they've repainted my front and rear bumper and a few days later I noticed this on my headlight.
At first I thought it's paint but I can't feel anything when rubbing my finger on the surface of the headlight. Could it be on the inside?!
The lighting doesn't seem to be affected.

Might be the problem, without ruining the clear plastic.

just my 2cents. i wonder did they remove the headlamps assembly for some reason to paint the front bumper; if that is the case, its possible its on the inside?
