I got them to waive it when I leased my optima. It's definitely negotiable, and IMO a total ripoff. Basically they are saying let me charge you 650.00 for the opportunity to also pay us a bunch of interest..If it's the same for all leases, then it's 650.

It isn't really negotiable, it's charged by Kia. Them "waiving" the fee is them discounting their car an extra 650 dollars to make up for it. Whether or not they'll do that for you depends on how much they're discounting the car already.I'll have to keep that in mind when I go get my lease. Thanks.
Every thing is negotiable. If the amount needs to come from somewhere else then that is negotiable. In AZ there is no "cap" on Doc fees so a dealer charging $695 doc fee AND $650 lease acquisition is just criminal. Dont get me wrong, aside from carmax, who caps doc fees at $199, the Kia $695 is far better than the BMW or Lexus $995 i have seen.It isn't really negotiable, it's charged by Kia. The only way it could change is if you found another bank that would do a lease other than KMF, but I'd assume they have the same fee or higher.

As @Dave Miller said, it comes down to the dealer being willing to discount somewhere else to make the sale. VIN "etching" is another perfect example of a "non-negotiable" fee...take it somewhere else then if "you" cant remove it from the paperwork.

About the Document Fees. Dealers all expect to make something on them - period. It's built into their revenues per month, so they really don't want to part with them, or much of it. I agree with you, but I look at it in terms of cost. The finance guys at the dealership, they are NOT on commissions. They are salary folks with an accounting degree, or solid book keeping skills, etc... They are a fixed cost. Whether they fill out paperwork or dwindle their thumbs all day long, they'll get their salary check at the end of the month... so again, why are you charging me to have him fill out paperwork?... I see a systemic problem, where over the last few years, at least in AZ, the doc fees have gotten out of control rocketing from $299-$499 all the way to $699-$999. For me, i will walk before paying a $700+ Doc Fee or at least getting that back somewhere else.
