Yah, I live in Portland, OR area, and so long as the vehicle has AWD, throw on 19's, 20's with summer tires and we'll be okay with the rain...I don't think it's random. It makes sense that in cooler/wetter areas they'd offer more AWD cars with the all season tire package. They rightly assume that a lot of people in those areas don't want to grind up summer only tires when it's cold out or have to swap tires seasonally.
I heard the theory that since Canada was first to receive the Stinger before the US, this package was pretty heavily supplied, and may be some bleed-over. Not sure, but I don't want to have to special order (which, evidently is not possible) or hunt in CA or AZ for my vehicle. Ugh...
