Honestly would try to start with whatever comes with the individual lip you buy. If installed correctly that should be all you need. I have the stingerhaus front lip/winglets and I actually did add some wood screws to mine as I wanted it to be a little more secure. It's likely designed a little insecure so that if you hit something, it will tear away without really damaging the bumper cover itself. it happened to me and it did not damage the bumper. (Hit a really big a$$ rabbit that just jumped out from the tall grass alongside the road) After that, I ordered another set and re-installed. Then the just always felt flimsy to me, so I drilled some very small pilot holes through the lip and the underside of the bumper cover, and screwed in some small wood screws. Much more secure. been up to about 148 mph with no ill effects. Plus I can just remove them easily if I need to.

drill a very small pilot hole so you don't break anything when installing, and tighten them by hand with a screwdriver so you don't strip them or overtighten and damage the plastic you are screwing into.

Metal rivets. The ones with a split head. You could smash into a curb and the lip will still be on the bumper. Won't be whole, but it will still be there lol.
For my new lip I just used the provided hardware since it's easier that way.
I used the nuts/bolts supplied with the lip where I could access to install them and then secured even further using stainless steel self taping screws. But i think for most lips you could probably just use a bunch of self taping screws and be totally fine.
