3.3TT Turbos were not working

Hello, to better explain my problem I will provide some background:
Today it is -4F in Minnesota, I decided to go to a carwash, this carwash had a sprayer that rinsed off the bottom of the vehicle.
On my way home, I noticed the turbos were not working properly, as in they were producing no boost. The boost gauge stated 0 to around 2psi maximum. (Keep in mind, this is even when accelerating quickly)
I let the car sit in my garage for about half an hour, and the turbos seemed to work properly afterward.

Has anyone had a similar experience? And is there a concern that some damage was done to the engine or turbos?

Howdy and welcome. Never heard of such a correlation with undercarriage spray in a carwash. But, heh! That is cold. Your car likes being in the garage. :D No damage whatsoever could occur to turbos in a carwash.
 
Happened to me once. Restarted car and it was fine. No issues since

I believe the car will limit boost till engine is up to proper operating temperatures
 
^^Leaving in these cold winter mornings, the car is just a slug the first few blocks (2.5T). Gets better after a few min of driving.

Is this true? I warm my engine before any brisk driving, I was not aware of any boost or engine limitations with a not yet warm engine.

It is good practice to only beat on the engine after it's warm.

Are you saying you were at WOT wide open throttle, with the boost gauge displayed on the dash, and the boost was only 2 psi while at WOT?
