I have set aside $5k for performance upgrades.
I will not be including labor costs as most of the work will be done by myself and Friends.
please list what you would use this money to get the most hp.

If I wasn’t in a smog state, I’d do:
intake, downpipe, exhaust, plugs, jb4, wmi, intercooler.

What is your performance goal. Do you want to keep it stock sound level or do you want it loud. I wanted mine quiet and am keeping stock exhaust but will have ECU, TCU, new plugs,, Intakes, WMI and JB4 (to run the WMI and log). This would still leave you room to get either exhaust or larger intercooler
 
Personally I'd do jb4, catback, mid pipe delete, intercooler tcu tune

Personally I'd go with better tires, lighter wheels, eibach sways/lowering springs first to help with handling. Performance wise new properly gapped plugs and JB4 will give you the most bang for the buck and can be upgraded/reprogrammed as you go. OCC to keep the oil out of the intake.

Then you can start throwing more bolt ons at it like exhaust, intakes (ones with shrouds that separate them from the engine bay), Bigger intercooler, WMI kit E30 or E85 flex fuel kits if you have the fuel available around you. I mean a lot of this stuff has to do with what you want out of the car and also what you want to sacrifice in the name of power.
