Does anyone know someone that can tune a 2020 stinger GT in Michigan?

Don't know of any local tunes near you. If I where you, I would be wary of anyone claiming that they can tune anything. The known tuners require you to ship your ECU out to them for a tune. Tork and pressertech. Tork is in WA and pressertech is in GA. You could also just go the piggyback way.

I want to convert to E-85, new turbos, and an exhaust to start with.

My friend, slow down..... New turbos? There are but less than a handful of Stingers in the world with new turbos and all are experimental. In addition it took 10's of thousands of dollars of R&D and engineers with years of experience to pull it off. Not to leave out the fact that the motor has to come out. Try maxing out the ones you have first. When you take that 13.0 1/4 mile car and get it into the low 11's then maybe consider an upgrade. The fastest stinger in the world right now is still running stock turbos. Put your money on a good intake system, upgraded intercooler, plugs, exhaust, and JB4 piggy back.

I hate to break it to you, but you bought the wrong car for that. See if you can still return it and get an STI or Golf R / CTR / etc.
I'm not joking - we've been waiting 2-3 years for any kind of E85 solution even with stock turbos, and it's not even close to happening. Best so far is ~E30 with a jb4 and E50 with an extra fueling kit and tapering. Even with upgraded HPFP, there are no injectors available to support the increased fueling requirements.
Only a handful of test Stingers have new turbos, and it's like $15K for the lap3 version. And that's not E85.
Are you willing to drop $25K+? If not, SERIOUSLY consider getting another car.
If you just want go to a bit faster, get a jb4 + quality octane and/or mix E30 and add 100+ hp.
