Jb4 Handshake failure

I installed the JB4, connected the fuel wires to the red wires, plugged everything else in.
OBD connected as well.

lightblue app barely is picking JB4 up on bluetooth. Car idles fine.

but app will not connect to hardware!

help?

Should the BT adapter be lighting up? I see ONE led node on the side by the cable. Which is just opaque clear while car is on.
