Australia has great consumer protection laws in general (especially when compared to other markets), but one thing we do lack here is good Lemon Laws for cars.
That said, as
@Stinger GT SS mentioned, there's a known issue with some cars suffering this due to a faulty battery - get Kia to replace the battery, and see how things go.
If that doesn't fix it, then talk to Kia - they've replaced cars due to bad paint (the Yellow cars in particular appear to have had bad paint) in the past, so they're not above making sure their customers are happy. But you will have to do the right things by them - starting with telling your dealership that the problem persists, and you'd like the battery replaced entirely as part of their troubleshooting.
