Wheel Offset

I recently got new wheels at 19x8.5 and 40 offset all around. The front wheels were rubbing on the sidewall. I don’t know much about wheels so i was wondering if there is anyway to reduce the offset without just getting a new wheel. thanks
 
That's exactly what I have for width and offset in front. And I bet that my wheel guys put spacers on mine. Is that what these are? (I wouldn't know a spacer if it rolled up to me.)

Those are hub rings. Your wheel bore size must be less than the bore size of the wheel, so they put on those rings to compensate for the size.

Thanks. Somebody told me that before (I seem to recall) and I forgot. :p (I think I know what you're saying, but did you say that right?)
