What does this screw do?

So there are 2 underbody panels at the front of the car under the engine.
The one closest to the front bumper. ( not the one you remove to drain oil)
Dead centre has a indent with 2 bolts in it.
Can anyone tell me what the black bolt does?
The one that's behind the bolt with the washer on it.
Mine is loose and I can turn it by hand.
All others look like they hold they panel on.

I agree. If it wasn’t 9 million degrees I’d get under mine and check it out.
 
I don't want to unscrew it a mess something up but can't tell what it's attached to from above.

"You have a screw loose." Of course, you knew that already. ;)
 
It just helps hold that skid plate on while you install the screws and plastic push pins. Nothing more.
 
Haha! I found this screw in my backseat when I left the dealership and have been scratching my head for days.
