3.3TT Unknown bolt under hood

Wasn't sure if I should post this here or not. Over the weekend I was swapping out the stock filters with K&N replacement (until I can get time to install the Stillen) and noticed this bolt sticking out from the side of the engine compartment next to the airbox. No corresponding bolt on the other side that I can see. Is this a bolt that needs to be removed during PDI when the car is received and wasn't? If it's supposed to be there, why the long shoulder and what is it's purpose.
Thoughts?

Ground for a battery charger. It’s in the owners manual.
 
Negative terminal/bolt for jump starting.

Thanks, I knew there was one under there somewhere as the battery's in the back, just assumed it would look more elegant than a long shoulder bolt sticking out.

Avoiding "elegant solutions" to simple problems is one reason why these cars don't cost the same as a BMW ;)

in some ways for sure... but maybe not this specific situation.. bmw does similar for this... but it's not even consistent.. on our e39 it's a weird nut looking thing on the strut tower really far from the positive terminal making it a pain to jump or trickle charge.. on the newer 3/4 series it's this weird pokey bolt thing on the side as well...
