No this section of the exhaust is different than the secondary pipes. Using this in place of your oem midpipe would result in deleting a resonator and I believe larger less restrictive piping.

I have not had any issues with check engine lights.
This midpipe removes the stock two resonators which has nothing to do with smog, just sound. The 2-1-2 design is different than every other midpie that just removes the resonators. It gives it more of a custom sound while being a little louder than stock.
There is a lot of confusion to what the pieces are to a Stinger exhaust. Basically (aside from the turbos) there are 4 sections.
1.) Primary downpipes which have the primary catalytic converters bolted to the turbo and has the O2 sensors.
2.) The secondary which bolts to the primary just past the rear O2 sensor, in fact, you can see it with the secondaries removed. The stock one has a cat also, but no O2 sensors.
3.) the midpipe which bolts to the secondary up to the axle area.
4.) The axle back section which has the mufflers.
Most aftermarket cat-back exhausts have their own midpipe. You can get just aftermarket axle back too.
There are also catless primary and secondary pipes you can get as well as those with HFC. There have been some reports of people doing catless or HFC primary and secondary and having the turbos leak oil into the exhaust due to reduced back pressure.
