You can try a local locksmith or order a fob online and bring it to them to have it programmed/have them come to you. They will usually point you in the right direction or have the best way of obtaining/programming a key fob for you

Sam's club using "Car Keys Express" bought a replacement fob and coded it and cut the metal key too! $366. A bargain compared to the dealer!

I just ordered one at my local dealer. $213+tax, which is the same "list" price shown on most online OEM parts websites. Of course the online sellers offer discount, but they can't program it. I did call a few local locksmiths that advertise as being experts at doing this, but none would give me a definitive answer on whether they can program a 2023.
Same local Kia dealer quoted me $95 to program the fob once it comes in. A bit expensive considering it'll probably take them 5mins with a few button presses, but not too outrageous compared to what others have reported their dealers quoting them.
We'll see.

they are in cahoots to keep the price of essentially nothing way up there. we are being taken.
