Put a process to change speed limiter when putting on 19 inch performance tires.

Recently found out that KIA is permanently limiting top speed on Stingers originally equipped with 18 inch all season tires. There needs to be put in place a process to remove this limit if the vehicle owner puts higher performance tires on the vehicle. Also this limit was not clearly stated in the US for people who were early purchasers of this vehicle.
