It's generally cars with extremely bright DRLs that do this. I know Nissan does it cause their DRLs are extremely bright, or at least the ones on the rogue are. I was driving the Rogue at night granted it was extremely dark and in the woods so no light pollution or street lamps and without a doubt I can say that the DRLs are almost as bright as the headlights.
