Is this black portion a separate piece or do I need to replace the whole back bumper? I hit a another person's door while backing into a parking spot.

its removeable , there are 2 rivetts on each side that need to drilled out and several clips but quite simple to do

Is the part already painted the gloss black? Also, is it the same part for both the GT version and non GT version?

Plus, why is shipping almost $300 on these Kia parts sites? I have looked at a couple websites.

I don't have an answer for you. It is big and fragile part so shipping will be high. Check your local dealer and compare with prices online. They might be cheaper if you factor in the shipping cost.

It might be cheaper to remove it and have it repaired and painted at a body shop

Local Kia dealer has it for $212 tax and shipping included. Should be here in 3 to 5 days.
