You need a KDS diagnostic from the dealer, that can interface with the instrument panel and do an actuation test and diagnostic.
It might need a variant coding if for some reason it became corrupted, this is what they need to do if a replacement panel is installed. I see no other way to determine what the issue is, other than a quick check of the connector into the panel and checking fuses but seeing that some things are working I wouldn't say that's the issue.
Have you done any electrical work that might have done something?
PS: This is from reading the service manual not from my own personal experience....the auto parts places dont know anything about diagnostics and the code readers they use are trash.
