GT1 1st time buyer/lease questions

Hello all,
I'm considering a GT1 and have a few questions about the price and general buying process (never bought a car from a dealer before)

Option 1 - Lease
MSRP $46830
Price before incentives: $40945
Lease cash: $5300
Selling Price $35,595
Monthly: $469
MF: .0024
Term: 36 Mo
Mileage: 10000/year
Residual: 61%
Tag fee: $89
Document fee: $699
Sales tax: 3%
DAS: 0
Total: $37502

OR
Option 2 - Purchase
MSRP $46830
Price before incentives: $40945
Purchase cash: $6750
Selling Price $34,195
Tag fee: $89
Document fee: $699
Sales tax: 3%
Total: $36,008

My questions are:
Dealer is telling that Lease cash is $5300 and cannot be stacked with Loyalty incentives. He also says it CAN be stacked with purchase cash, hence the bigger discount. Is this true?
Will submitting an application put me at any risk if I don't purchase from them? I know they will pull my credit and that's fine, but I want to make sure I don't get on the hook for anything (assuming I haven't signed any contracts of course)

10K miles!? WTH!?
No risk until you sign that final agreement.
Do the lease, then the buyout right away and save all that monthly lease rent. The "privilege of leasing" costs you.

Yes. Your pricing is for a brand new car. C. $5K off MSRP is a dealer discount in the region of brand new, not with 10K miles on it. Then you take off the lease cash. So the dealer isn't discounting anything for the high miles, as far as I can see.

The car does NOT have 10k miles on it, it's brand new 2019 with 0 miles (maybe a few from test drive).
The 10k miles I'm referring to is the miles allowed on the lease per year.

The 10K miles is referring to the miles per year on the lease (30K miles total for 36mo) that are allowed before additional per mile costs are tacked on. It is not the current odometer reading on the car.
