Enkei RPF1's installed with weight totals...

Judging by my 18x8.5 ET40 clearing the front Brembo - at the tightest spot - by about 5-6mm, the same wheel in 18x9 ET35 would have trouble clearing without spacer.

Rim offsets make my brain go a bit mushy, but doesn't a lower ET shift the spokes further away from the calipers/rotors etc? So does a wider rim. I may have it all backwards...

You're correct, but the problem is that Enkei makes the 18x8.5 wheel with a F-face, which is flatter and less dished (or concavity, as it is fashionably called these days), meant for front wheel applications.

18x9 and wider are built with an R-face, with a deeper dish. In doing so, the spokes often need to be more curved and can cut into clearances from the brake calipers. As the name suggests, it's meant more for rear wheel applications, but that's a generalization, of course.

Other wheel mfrs do similarly but might have their own terminology.
