Hello, I've got some questions on the stuff in the title.

My goal for my car is to balance performance while still being able to one pass smog and two keep my setup easy enough for me to uninstall and reinstall later after I take it in for dealership check ups or maintenance. I'm hoping for some suggestions here on what setup I should get all the way from primary to exhaust, I however want to maintain, regardless of performance, a good cabin sound, as I'd like to be able to enjoy the sound of my music and not have to hear the sound of my car and music together. So, with that being said my thoughts on my setup would be as follows.

Jun BL Secondary
Jun BL EVC Catback

I am also looking into maybe some HAC primaries but I'm not really able to find any that are able to pass smog, easy of install, cabin noise, nor can I really find any really information on if I have other options available to me.
 
You live in California like me... It is illegal to change out your cat with anything.. It is now also illegal to modify your exhaust to any extent.
It is best to keep oem around so you can switch back to get it smogged / or if you get a ticket.

So if I get the Jun Bl Secondary I'd be removing 2 CATS, but leaving the primary cats, will that still be illegal? I know I'd pass smog still by doing that.

It is best to keep oem around so you can switch back to get it smogged / or if you get a ticket.
 
What's your goal? Louder exhaust? Won't that interfere with your music? It's not like you're going to gain 50 hp from an exhaust - maybe 20 if you're lucky. If you're after performance, intakes + jb4 is way cheaper and way more bang for the buck.

I have Intakes, Racechip, and a catch can.

As I said in the OP, my goal is to maintain a balance of power and sound, which is why I wanted the EVC Jun BL exhaust as it allows me to, when racing people, turn off the EVC and gain max performance from the pipes, but when I'm not racing with EVC on the sound of the car is back to a tolerable sound level so as to not disturb me and my music.

What's your goal? Louder exhaust? Won't that interfere with your music? It's not like you're going to gain 50 hp from an exhaust - maybe 20 if you're lucky. If you're after performance, intakes + jb4 is way cheaper and way more bang for the buck.
 
Secondaries have been proven to not help performance. You have to do primaries and secondaries to get any performance benefit since they are the main restrictions. I'd pick up the things in the following order if you're balancing sound and performance.

1. JB4 or other piggyback/tune
2. Intakes/Exhaust (pick whichever but have both before the item below. Intakes also add a different sound in form of turbo spool)
4. IC (will help cool intake Temps to run boost more safely)
5. Primary Dp/Secondaries Dp (have to do both to remove both restrictions.

Secondaries are a lot of money when the other parts give you either more performance or sound. I think they should be the last bolt ons. Use the money to pick up the tune first. Then secondaries help increase sound output a little in addition to the Exhuast.

End of the day though your choice your money. If you want the least about restriction and most sound in the exhaust the combo will do it for your circumstances. Just don't expect much or any gain from it without replacing the primaries. You'll mostly likely just get more exhaust sound.

I don't know about being illegal to modify your exhaust to ANY extent. You just gotta pass the 95 dB test and you're golden as long as you're not messing around with emissions. I'm sure they also just reverted the bill passed earlier this year that allowed cops to immediately fine you with a ticket and no chance to fix or contest.

What's the point in getting an AM exhaust if the main bottleneck is the Primary and Secondary down pipes. It SHOULDN'T do shit for performance... right? If it does than the only thing left for me is to get an IC and Exhaust.

Sound. I didn't conclude that the oem exhaust is not also restrictive. (could be more than secondaries maybe same as primaries).

Would need some one to dyno before and after just changing that out... Considering mine is coming in I might do that depends on the cost.

But yes unless you replace the primaries the secondaries I believe it won't do anything for performance. Just sound.
