The way I see it, you have 2 potential options. First option is ask the dealer for a new one (last guy ended up getting the entire unit+electronics because the dealer would not replace just this cover. Second option is apply a little heat to the clips on that piece and see if you can bend the clips out just a little. It's likely not staying put because those clips are a little far inward. Or you could use some felt tape or something on the outside edges to help "wedge" it in place.

It was missing from my new car. After the dealer found out they would have to buy the whole $1,400 rain sensor module, because the cover wasn't sold by itself, they waffled a bit. When I suggested I speak with the GM or owner, Sales jumped in and talked to service, who decided they could replace it. And they did. (Then 3 months later after vacation and I was vacuuming out dog hair, it vacuumed out from under the passenger seat.) I didn't really feel bad about it, had the dealer vacuumed the car before turning it over they would have found it. The car had been on the dealer's lot for 10 months and had 250 miles on it.
I had the same exact issue. It is the rain sensor cover. I went to the dealership and they replaced it under warranty. It’s just an $8 part if I remember correctly. They do not need to replace the whole sensor. After I got it fixed, it seems to have stayed in place.
I just bought my Stinger on Friday and it didn't have that panel. Now I know why. It probably fell off in delivery from the dealer and no one ever noticed. But the manufacturer is supposed to be sending me a new one.
It clips in like most(?) trim. I can't imagine why this particular part seems to be falling off. Apparently Kia doesn't either? There was also a rash of the little covers over the door key slots falling off.

Use the key to push in the tiny chrome button on the rear end of the handle and the little cap around the black button comes off, exposing the key slot.
