Do Price of Wheels & Rims Matter?

It also depends on what you need the wheels for. For example, I bought some cheaper wheels, they're Konig Oversteers. I like the look of them and I just got them to throw a set of wet traction tires on for the winter. It was difficult to find the stagger and everything, and I didn't want to have the tires pulled off the rim every time it changed seasons, nor could I stomach putting some ugly steels on so this was a good alternative. It does the job for what I need.
Well sure, if you're going for 8" squared winter fitment you can put almost any offset on there, but you probably don't want to go too low unless you want to sand blast your doors :)

They're 8.5's all the way around. I honestly haven't noticed any more spray on the sides of the car than with the stock wheels.
 
You'll get a little poke if you go down to +20, which might be alright if that's what you're going for but I don't think we have the right shape of fender for that to look good.

The magic numbers in the front are 8.5+30, 9+35, and in the rear it's 9.5+35, 10+40, 10.5+45, 11+50. Be careful about going wider than 245 (255 should be fine) in the front, and 285 in the back (especially with that 11+50). 295 will fit but will be very close to the suspension, but if you drop to 10.5+40 (you're probably not going to find this unless you order custom) you can probably fit a 295 and maybe a 305 but it's getting really close, YMMV, but those magic numbers above have been tested just that that 11+50 will be snug, just go with a 10.5+45, there are tons of off the shelf options because that's a Mustang fitment.

Probably means your offset is just fine, the stock wheels are pretty recessed.

Yeah, that's the ones! could handle a little bit of poke the tire would transition nicely up to that little curve above the wheel arch. Our fenders, as meaty in the rear as they may be, are more convex than these (which I would call concave)

Yes. This is what a naturally (originally) designed "wide body" is supposed to look like; not those tacked on abominations (I'm not pointing fingers at anyone; this is just the opinion of my aesthetics, which are offended by anything "tacked on").

I'd like to go staggered since the car's OEM setup is staggered.

I'll be playing it safe. At most the fronts will run 8.5" and the back's at most 9.5". If I wanted to go 9" back what will the offset be? +35?

Keep in mind that for every 0.5" of width you add to the width, you'll need to change the offset by 6.35mm to compensate and keep the outer position the same. @YOWStinger rounded it down to 5mm to make it easier, but the actual amount is 0.25"=6.35mm.

I'm looking at 0.5" to 1.0" max for both front and back. The fitment doesn't need to be flush either. I'm perfectly ok with wherever the wheels/tires fit naturally...If "naturally" is the right word. As long as it performs as well as what I have now or better I'm good.

If we can't get the exact "magic" numbers, which way do we err for caution's sake? I.e. you said 10.5+45. Which one would be "probably safe"? 10.5+40 or 10.5+35? Konig Ultraform has 19x10.5+40 and 19x9+35 for like $240/wheel. I know, maybe too cheap, but they're flow formed..

Yup, -5 off set or so should be safe, there are some 9+30 and 10.5+40 floating around
 
Aren't "rims" technically wheels? A rim is part of the wheel not the actual wheel itself.
 
Any idea if Enkei RPF-1s in 18x9 +35 and 18x10 +38 would fit?

I hate to be a pain.. I'm currently looking at a set of the Konig Ultraforms. As stated above, looking at: 19x9 ET35/25 and 19x10.5 ET40. Can also do 19x8.5 ET35/45 in the front or 19x9.5 ET35/45 in the rear.

Currently looking at maybe General G-Max RS in 255/35-19 front and 295/30-19 rear. That's the OEM rear on the front (661.1 mm) and 659.6 mm on the rear. I'm doing Ark springs (~1 inch drop). Am I dreaming?
