Dealership cant fix P0151 engine code!

Bought my 2021 car straight of the tractor trailer November 2020. Been having P0151 code on and off the whole time. They say wire harness is fine. Changed 02 sensor three times. Light doesn't come on while driving. It will be off in the morning but when i go to leave for work it will be on. Now I'm waiting for them to open a tech line and "wait to see what they say"

Goes into safe mode. Feels like I'm driving in Eco mode.

sounds like safe mode feels like limp mode. when your in eco and you punch the gas do the turbos stay offline?

If you want to chase this yourself then you need a mid-range scan tool (eg Autel MD808, although a tablet one would be better for what you need to do) and watch the actual sensor signals as reported by the ECU. Trace the wiring and make sure it's all OK. This is the sensor up at the top of the engine by the turbo so at least it's easy to get to.
Do you have the JB4 fuel wires or anything tapped into the O2 sensor? That would be an obvious place to start.
I wouldn't be surprised if it's something like a slightly loose or mis-formed connector pin that sometimes shakes loose and sometimes doesn't.

No JB4. I'm going to let the dealership give me options moving forward. If they can't fix it stamp a damn lemon sticker on it and let's move forward.

Was scared to cut my car off at the track. Didn't know when the check engine light would cut on

Since you've replaced the O2 sensor 3-times with the same result, then maybe you have an actual lean condition due to a leak somewhere.

Or, it could be an injector not operating properly delivering less fuel than required.
