Don't they advertise them as cooled and heated seats? If there is nothing more then a fan for the cooling wouldn't that be false advertising?

No. It says it right on Kia's site (build & price tool):

"Drives on hot summer days are more comfortable with the ventilated driver's and front passenger's seats. Three fan speeds circulate cabin air through perforations in the seat leather, helping you stay cool."

@eflyguy for guys who have nothing to do with electric. If you tell the seat cool, It cools. no matter what the AC system is doing, correct?

No, just "Ventilated", on the web site, in the owners manual, and the sales brochure.

They just blow air from beneath the seat.

I have a GT2 with cooled/ventilated seats and I’m getting the seats reupholstered to a red leather and it seems that the seat leather would have to be perforated right?
I’ll post the before and after pictures going from boring black to red with diamond stitching. Thanks and I look forward to your feedback.

If you want the heat/vent function to work, then yes, the centers must be perforated. And the material must be backed with a high-flow foam that lets the air through.
 
It uses AC, so I think it's obvious that the car loses power when seat vent is on.
It's not just fan blowing ambient temp air. it vents out "conditioned" air.

No, it is just a fan circulating ambient air. Covered here many times and in the manual - "ventilated", not cooled.
 
Wonder if you could mod the front seats to blow AC air. Like closing the back seat vents would reroute that cool air to the seat fans. Would work with heat too.
