bumper removal

i want to install grille lights but dont really want to take the bumper off, is the black plastic piece thats right above the bumper when you open the hood removable without taking the bumper off?

It isn’t hard to remove the front number

There are multiple threads on it (intercooler installs, splitter installs, etc)

Can be done in about 5 minutes by 1 person

also, pretty sure the black piece is part of the bumper, if memory serves. it comes off as one piece. Bumper is easy to remove though.
