Looks like an air extractor, I wonder if they actually tested this design for performance or just put it where they thought it looked cool.

If functional, it should be lowering intake temps, have you guys done any before and after tests? I would also like to see the underside of the hood and how water is being captured.
 
Honestly I think the best position for the vents will be closer to the windshield as that will draw more air from the engine bay.

Agreed. If someone can use the existing fake vent locations and alter it in a way that allows for airflow without compromising too much on the look of the stock hood, that would be ideal in keeping the signature Stinger appearance.

Nope! Close to the windshield is a HIGH pressure zone. That's why some drag cars and a bunch of track cars (notably NASCAR) uses cowl induction.
Vents near the front are better for extraction as the flow over the hood will make a (mild) low vaccum point. Once you get within several inches of the windshield and the air has to suddenly change directions, well, no bueno.

taking an open water hose to the hood is pretty similar to rain elsewhere
I don't really think so, around here we can get rain 3-4 days straight, not to mention water blowing around in the engine bay while driving getting all the electronics soaked. I wouldn't be concerned about just a bit of water and then it drying out immediately, engines can get wet, it's just not good to keep them wet.
