Victoria’s enforcement of camera detections for 3km above the limit is ridiculous. There’s a 3km difference between what my Stinger speedo displays and what the gps on my dash cam displays. Most SUVs and 4wd vehicles are out by up to 5 or 6 km and that’s before people start modifying them and changing tyre size etc. In the case of Victoria it’s is revenue raising pure and simple. I could pretty much guarantee you that most cops won’t write you a ticket for 3km over the limit. In NSW they won’t even look at you for it. Not sure what the cameras are set to in NSW, but without giving away the police tolerance it’s definitely higher than 3km. Technically they can write you up for 1km over if they wanted to, but nobody ever would. The Australian design rules for vehicles actually allows for an error rate of up to 10% I think for accuracy in vehicle speedos.
