Tow eye cap loose after body shop repairs

My wife hit a deer with our Stinger a few months ago and after repairs, the tow eye cap doesn't seem to fit properly. It will sit in the right location but it never stays flush. It ends up either slightly crooked or it actually rotates far enough that I have to pop it back in place to be flush with the bumper cover. It was flush when I did the post-repair inspection so I didn't notice any issue with it. I removed it assuming one of the tabs is broke or cracked already but it looks perfectly fine. Bumper cover and cap are OEM KIA parts. I just don't understand why it doesn't stay in place like it did when new. I never removed the original one so I have no idea how loose it was, I just know it never moved where I had to push it back in place.
