Something plugged into my odb2 port?

So I picked up a 2021 genesis G70 last weekend. I noticed the odb2 port looked like it was sticking out. There’s something plugged into it I think. Can someone tell me what this is? It seems to be plugged into the port and then on the other end into a clip full of Wires. Is this supposed to be there? Car runs fine. There’s no piggy back system located anywhere on the car or under engine bay. Just this.

Looks like it was TWO gps monitoring devices. One plugged into the odb2 port and the other wired into the car….

Could be a LoJack type device. My car came with something similar looking.

In some states it's legal for lenders to put tracking devices on cars until the lien is paid off. Do you have a lien on the car? Do you live in one of those states?
