At least in CA, I think they have to sell the car based upon when it is built. Mine was built in March of 19 and I bought it in Jan 20. It was sold as a new 2019, not a new 2020, and was discounted accordingly. Even still, had I shopped for a 2020 and looked for a lease deal and did an early buy out, I may have been able to buy a later built car for similar money.
