Have the vibration problem on the breaks for a while now. Just took it to the dealership and they wanted to charge me 200 dollars to determine if the issue is under warranty. If it is they would disregard the 200 dollars. Is this normal? l went to another dealership with another issue before and the tech just hop in the car with me and test drove it. Is this normal?

Kinda normal, I think it depends on the dealer. I had transmission issues on my last vehicle and they said the same thing but never got charged. Just remember if they try to find fault unjustifiably in something to void a warranty repair, you have your State DMV and small claims court as backup to recoup the money. So while they can be aholes, they likely won't be and if they are you have recourse.
