The last time I reinstalled my bumper, I started at the top center by the radiator and worked outwards. I seem to remember fiddling with it around the headlights until it kind of popped into place, and doing the same at the edge of the fender liner in the wheel wells. And of course start all the bolts but don't snug them down until everything's basically aligned.
